Outdoor Exercise Classes Policy

East Leake Parish Council permits outdoor exercise classes to take place on many of its open spaces, facilitating exercise and recreation and tourism in the great outdoors.

(S.164 Public Health Act 1875; S.19 Local Government (Miscellaneous Provisions) Act 1976)

Commercial providers wishing to run outdoor exercise classes will require permission to operate on any of the Parish Council owned land.

Before permission is granted, outdoor exercise providers need to produce the following documents:

 Public Liability Insurance (£5,000,000 as a minimum)
 Risk Assessment
 Instructor certificates
 DBS Certificate if working with under 18s
 First Aid Qualification

Once the provider has satisfied the Council that they are suitably insured, and competent to run an outdoor training or exercise session, authority to operate will be granted.

Anyone who is running an outdoor fitness session on one of the Parish Council’s open spaces, without the permission of the Council, may not be suitably insured or qualified to do so.

If a member of the public is injured negligently by the actions of an unlicensed trainer and that trainer does not have Public Liability Insurance, it is very unlikely they will have the funds for the payment of any compensation that may be due as a result of the trainers’ negligent actions.

Council will not indemnify persons who use a provider not authorised to deliver exercise or training services on Council property.
